Disk format has wiped operating system

Before giving my old 486DX-66 PC to my nephew, I cleared the hard disk. I typed 'format' and, once I switched on the machine, a message told me that a system disk was required. The original operating system was Windows 3.11 with PC DOS 7.0. I have tried reinstalling Windows, but get the same message. What can I do to get it up and running again for my nephew?

What you should have typed was 'format c: /s'. Because you missed off the '/s' you have a newly formatted disk containing no operating system. What you must do is boot the PC from the PC DOS 7.0 installation disk. This will probably start a setup program that will reinstall PC DOS on the hard disk, after which you can install Windows 3.11.
